For category-0 ID holders and "rootless persons" (Section 19/2) who hold no passport from any country: the travel document Thailand can issue, the US visa mechanism that accepts it, the legal walls you will hit, and why "get Thai nationality first" wins in almost every case.
For a stateless person, getting to the USA is not one problem but two nested ones: (a) the Thai side — you are confined to your registered province, hold no passport, and need permission to exit the country; (b) the US side — every temporary-visa applicant is legally presumed to be an intending immigrant, and someone no country claims can barely ever rebut that presumption. The single key that opens both cages at once is Thai nationality.
Every legal component genuinely exists — but they are spread across four gatekeepers that must be cleared in order. Miss one piece — especially the re-entry permit — and you can lose the registered status you spent a lifetime building.
The four gates of Route A
Cleared in order, top to bottom.
US immigration law (INA §214(b)) requires consular officers to presume that every temporary-visa applicant (B1/B2 visitor, F-1 student) is an intending immigrant. The applicant must prove "strong ties" to a country they will return to — a job, property, family, a secure status.
Now look at the file through the consular officer's eyes: this applicant…
The predictable result is a 214(b) refusal. This is not one officer being unfair — it is the structure of the statute itself, and it is the core reason Route A only realistically works for immigrant visas, where the presumption does not apply.

Hits the 214(b) wall from section 3 — for a stateless applicant the odds are so poor that no plan should be built on this route. Nearly impossible |
Every gate in section 2 and the wall in section 3 vanish entirely the day you hold a Thai passport: no province permission, no T.D., no re-entry permit — and your US visa application is judged like any Thai citizen's, on ordinary ties like work and family.
And the timing is on your side: the 29 Oct 2024 Cabinet Resolution (0-prefix IDs with sub-code 89 or 00) carries a 5-day decision window and runs to 30 Jun 2027, while the rootless route (§19/2 + §7(2)) puts the burden of proof on the state with a 120-day grant window once approved. Against months-to-years of T.D. + clearance + visa grinding that can fail at any gate, nationality-first is faster and more certain in almost every case.
